CNA, PCA and reserve study — what is the difference

A Property Condition Assessment under ASTM E2018 describes present condition and immediate repair needs. A Capital Needs Assessment takes the same walk-through and pushes it forward: every major component is inventoried, aged, and scheduled for replacement over a defined term, with costs inflated across the period. A reserve study is the same exercise oriented to an association or an owner's funding plan, ending in a recommended annual contribution rather than a lender exhibit. We routinely produce all three, and most engagements combine the condition report with the reserve table.

What the assessment covers

  • Site: paving, striping, curbs, walks, retaining walls, site lighting, drainage, landscape irrigation, fencing and gates.
  • Structure and envelope: foundations, framing, cladding, sealants, windows, doors, balconies, stairs and railings.
  • Roofing: assembly type, age, observed condition and remaining useful life by section.
  • Mechanical, electrical and plumbing: HVAC units by age and tonnage, water heaters, boilers, distribution piping, panels, switchgear and lighting.
  • Vertical transportation, fire and life safety: elevators, alarm and sprinkler systems, extinguishers, emergency lighting.
  • Interiors and common areas: flooring, cabinetry, appliances, fixtures, corridors, amenity spaces and unit interiors on a representative sample.
  • Accessibility and code observations that carry a capital cost.

How the numbers are built

Each component gets an installation date or an estimated age, an expected useful life, and a remaining useful life based on what we observe rather than a table alone. Quantities come from field measurement and plan takeoffs. Unit costs come from regional cost data adjusted for Southern California labor and for the access conditions at the property. The result is a year-by-year schedule — commonly 12 years for agency work and 20 to 30 years for reserve studies — with immediate needs broken out separately from the reserve stream, plus per-unit and per-square-foot summaries lenders look for.

Deliverables

  • Narrative report with methodology, component inventory and condition findings.
  • Immediate repair table with priorities and costs.
  • Replacement reserve schedule in spreadsheet form, inflated across the term, with annual and per-unit figures.
  • Photo log keyed to findings, plus drone and thermal imagery where roofs or facades warrant it.
  • Agency-format exhibits where the loan program requires them, including Fannie Mae and Freddie Mac multifamily submissions.
  • Typical report delivery is 1–3 days after fieldwork for standard assets; larger portfolios are scheduled by agreement.
