Orange County can suspend a permit for an immediate hazard

Orange County publishes food-facility closure reasons and reopening dates. Its guidance says an enforcement officer may temporarily suspend a permit when an imminent health hazard is not immediately corrected.

Published hazards include unsafe temperature control, inadequate hot water, sewage, vermin and other conditions capable of causing illness or injury. Prepackaged-food retailers can face different hot-water procedures than facilities preparing food.

The inspection separates prepared-food departments from prepackaged-only operations and checks conditions against Orange County's PASS, reinspection and closed-notification framework.
